Each section carries a current score from 1 to 10: 1 = happening to communities. 10 = happening for communities. Scored against five criteria: transparency, cost equity, community benefit, environmental accountability, and democratic participation. Updated as policy changes. The score is a tool for orientation — a way to see where the gap is between what's happening and what's possible.
